Stabilization of Powerhouse

 

 

Proposal Due Date - August 9, 2009

 

The Jersey City Redevelopment Agency is seeking proposals from a New Jersey licensed engineering firm or a New Jersey licensed architectural firm to provide a comprehensive range of construction management and oversight services for its planned stabilization of the Jersey City Powerhouse structure located at First and Washington Streets in the City of Jersey City and located within the boundaries of the Powerhouse Arts District Redevelopment Area. These services would require familiarity with historic rehabilitations.

You are invited to reply in writing to this RFP and should submit three copies of your proposal by 4:00 p.m. on August 9, 2009 to Robert P. Antonicello, Executive Director, JCRA, 30 Montgomery Street, Ninth Floor, Jersey City, New Jersey 07302. The scope of your proposed services must include but not necessarily be limited to the following items:

1. Pre Stabilization Activities – Work in concert with other professionals (i.e. architect/planner) to perform stabilization reviews; Project schedule development; Review budget with both hard and soft costs for recommendation to Agency; Assist in developing and obtain necessary approvals; Develop communication protocols for all correspondences; Review bids, plans and contract documents.

2. Bid Phase - Review bid package Analyze bid and make recommendations to Agency; Interview proposed construction team; Make certain insurance and bonding is in place.

3. Stabilization/Construction Activities – Coordination of all project team members; Attendance at owner/architect/contractor meetings; Attendance at monthly Commissioner Board meetings, if required; Monitor progress of project and prepare monthly summary report to be submitted to Agency; Monitor project changes and establish methods for dealing with changes or any item affecting cost, scope or schedule; Monitor adherence to contract documents through site visits; Monitor quality of stabilization activities and scheduling of controlled inspections; Monitor adherence to stabilization schedule; Identify critical path issues and develop recovery procedures if necessary; Review and evaluate change order requests including preparing estimates; administer payment requisitions, ensure proper percent complete and maintain lien waivers; Mediate disagreements between the Owner, Architect and General Contractor regarding errors, omissions, revisions, etc.; Provide photos before, during and after stabilization.

4. Post Stabilization/Construction Phase - Assist with punch list development and monitor its completion; prepare corrective action report if deemed necessary; Ensure any warranties (if required) are submitted properly; Stabilization closeout support including sign-offs where necessary.

The fee for your services should be based upon an immediate start.

Each respondent should have provided similar services within the last three (3) years for at least two projects in excess of $3.5 million; have experience in institutional project types of similar scale and complexity and have a bonding capability acceptable to the Jersey City Redevelopment Agency.

The Jersey City Redevelopment Agency reserves the right (in its sole judgment) to reject any proposal, or any part thereof, for any reason whatsoever or to reject all proposals for any reason whatsoever.
